The bit wings are extendable/retractable when the drill string rotates in the forward/reverse direction.

Mitsubishi Ultra Maxbit
Mitsubishi Ultra Maxbit uses a solid pilot bit during the casing phase and then you retract the pilot bit and use a slightly smaller, less expensive hammer bit to finish your hole.
